Elkhorn Teen Accused of Using Blue Police-Style Lights to Force Drivers Aside on I-43, Authorities Say

WAUKESHA, WISCONSIN — A 19-year-old Elkhorn man is facing charges after deputies say he activated blue flashing lights mounted inside his SUV to make other drivers move over on Interstate 43. Davin Stamm was charged Wednesday in Waukesha County Circuit Court with impersonating a peace officer, a misdemeanor punishable by up to nine months in jail and $10,000 in fines.

He is scheduled to make his initial court appearance on January 22.

Deputies Say Teen Used Blue Lights to Push Slow Drivers Aside

According to the criminal complaint, deputies were called on August 5 to the area of I-43 and Moorland Road after reports of a vehicle using blue flashing lights to pressure other cars into changing lanes. A responding deputy soon spotted a Ford Explorer matching the description and saw its blue lights activated behind another vehicle near Guthrie Road.

Inside the SUV, deputies found a blue-and-white flashing light bar mounted along the upper windshield.

When questioned, Stamm allegedly admitted he activated the lights because a Tesla in front of him was driving slowly, and he wanted it to move over.

Fake Rifle Found in Vehicle; Driver Admitted the Behavior Was “Stupid”

Deputies also located a fake rifle on a passenger seat. The complaint says Stamm denied having any other law-enforcement-related items such as a badge or handcuffs.

He admitted he was not a police officer and told deputies his actions were “stupid.”

The investigation additionally revealed that Stamm’s driver’s license was suspended at the time of the incident.

Teen Says He Bought the Lights Because They Looked “Cool”

In a follow-up interview, Stamm allegedly explained that he had recently purchased the lights because he thought they were “cool to have.” He denied intending to impersonate an officer but admitted he had activated the lights on two previous occasions to get other cars to move aside.

Deputies say that despite his attempts, the Tesla he targeted did not move over.

The case is now proceeding through Waukesha County Circuit Court.
