Forestry Revitalization Act Aims to Turn Wisconsin Timber Into Aviation Fuel

MADISON, WI — Wisconsin lawmakers have introduced new legislation designed to revitalize the state’s forest industry while positioning Wisconsin as a leader in sustainable aviation fuel production.

Forestry Revitalization Act Introduced

State Senator Mary Felzkowski (R-Tomahawk) and Representative Chanz Green (R-Green View) unveiled the Forestry Revitalization Act, a bill tied to a $1.5 billion project that would reshape the industry.

Under the proposal, the state would commit $210 million in tax credits and state bonding, helping finance a new facility in Hayward. The project is expected to create 150 jobs once operational.

Johnson Timber Teams With German Company

At the center of the plan is Johnson Timber of Hayward, which has announced a partnership with a German company to convert woody biomass into sustainable aviation fuel.

The plant would focus on exports, particularly to meet European Union fuel standards, which have set aggressive targets for renewable aviation fuels.

Felzkowski compared the process to the ethanol industry:

“There is going to be an increasing demand for this type of fuel and we are right at the forefront here in Wisconsin,” she said. “I’m going to liken it to how we take corn, and we make it into ethanol. It’s the same concept.”

Competing for the Business

Wisconsin is not alone in its push. Neighboring states Minnesota and Michigan are also competing to land similar plants. Lawmakers said the first state to deliver on commitments would secure both the facility and the headquarters location.

If built, about 80% of the wood supply would come directly from Wisconsin’s forests, reinforcing the state’s role as a key supplier in the regional timber market.

Timeline and State Support

The plant is projected to be operational within four years. Sen. Felzkowski noted that Governor Tony Evers has shown strong interest in the project, signaling potential bipartisan support.

Backers argue the bill would not only help Wisconsin modernize its forestry sector but also expand into a global market for sustainable aviation fuel, which is expected to grow rapidly over the next decade.

The Forestry Revitalization Act represents one of the most ambitious recent proposals to connect Wisconsin’s natural resources with international renewable energy markets.
