Kentucky Man Arrested in Indiana After Allegedly Engaging in Sexual Misconduct With Minor in Sullivan County

SULLIVAN COUNTY, INDIANA — A Kentucky man was arrested Thursday afternoon after Indiana State Police concluded an investigation into allegations that he engaged in sexual misconduct with a minor under the age of 16. Authorities say 30-year-old Vernon T. Brown of Olive Hill, Kentucky, was taken into custody without incident on a warrant issued by the Sullivan County Circuit Court.

The criminal investigation was initiated on September 15, 2025, after the Sullivan County Department of Child Services (DCS) alerted state police to the allegations.

Investigation Led to Felony Warrant for Sexual Misconduct

According to ISP investigators, evidence gathered throughout the inquiry indicated that Brown had allegedly been involved in sexual misconduct with the minor while in Sullivan County. Following a review, Sullivan County Prosecutor Ann Smith-Mischler requested an arrest warrant, which was granted on November 21, 2025.

Brown has been charged with Sexual Misconduct With a Minor, a Level 5 felony. He is being held in the Sullivan County Jail without bond.

Potential Penalties and Legal Process

Under Indiana law, a Level 5 felony carries a possible sentence of 1 to 6 years in prison and fines of up to $10,000. A conviction would also typically require registration as a sex offender.

Authorities emphasized that Brown remains presumed innocent until proven guilty in a court of law.

Child Services and Advocacy Center Assisted the Investigation

Indiana State Police Master Trooper Detective Angie Hahn led the investigation out of the Putnamville District. Assisting agencies included the Sullivan County DCS and Susie’s Place, a child advocacy center specializing in forensic interviews and support for child victims.

The case is expected to move forward as prosecutors prepare for upcoming court proceedings.
