Kentucky’s Unemployment Rate Drops in August, But Decline Tied to Workers Leaving Labor Force

FRANKFORT, KY — Kentucky’s unemployment rate fell slightly in August 2025, but state officials cautioned that the decline does not reflect job growth. Instead, the dip is tied to workers leaving the labor market altogether.

Unemployment Rate Edges Down

According to the Kentucky Center for Statistics, a division of the Kentucky Education and Labor Cabinet, the state’s seasonally adjusted preliminary unemployment rate ticked downward in August compared to July.

The numbers show that fewer Kentuckians were counted as unemployed, but not because more people secured jobs. Rather, a portion of the state’s workforce stopped actively looking for employment, which removes them from unemployment calculations.

Labor Market Dynamics

Economists note that this type of decline can be misleading. While the headline unemployment rate suggests improvement, the reality points to a shrinking labor pool.

When people stop seeking work — whether due to retirement, discouragement, or other personal factors — they are no longer classified as unemployed, even though the overall number of employed workers has not increased.

Statewide Impact

The long-term concern is that Kentucky’s workforce participation rate remains lower than national averages. A smaller active labor force can put pressure on businesses struggling to hire and slow the state’s overall economic growth.

Officials said it is too soon to determine whether the August dip reflects a temporary trend or a sign of ongoing weakness in Kentucky’s job market.

Kentucky leaders continue to emphasize workforce development programs and job training initiatives as key tools to strengthen labor participation and improve long-term employment growth.
