Wisconsin’s Most Wanted: Marshals Hunt Three Fugitives in Racine Armed Robbery

RACINE, Wis. — The U.S. Marshals Fugitive Task Force is asking for the public’s help in locating three fugitives accused of carrying out an armed robbery in Racine after luring a victim through a Facebook Marketplace ad.
Armed Robbery Setup
In June 2024, a seller posted a truck for sale on Facebook Marketplace. Instead of buyers, the seller met with a group that included Cesar Silva, Fernando Diaz, Emilia Gutierrez, and a fourth unidentified suspect.
According to Racine Police Officer and U.S. Marshals Task Force Officer Scott Keland, Diaz, Gutierrez, and Silva stayed inside the car while the fourth suspect went for a test drive with the victim.
Investigators say Diaz then took the victim’s cellphone, tossed it out of the car, and pulled out a gun.
“He tells him, ‘I need the money. Don’t do anything stupid. I will shoot you,’” Keland recounted.
Victim Escapes, Truck Recovered
Police said the suspects drove around with the victim while deciding how to return to Milwaukee. When traffic stalled, the victim managed to escape and ran to a nearby gas station to call police.
The stolen truck was located the next day, and a juvenile suspect was arrested. However, Diaz, Silva, and Gutierrez have been on the run ever since.
Criminal History and Warnings
Authorities believe the trio may still be hiding on Milwaukee’s south side. Diaz, in particular, is known for distinctive tattoos, including a bird on his shoulder and a skull on his left hand.
“Based on their criminal history and prior police contacts, we do know they’re involved in a lot of illegal activity,” Keland said.
