Wisconsin Teen Sentenced to 35 Years After Judge Calls Him ‘Depraved’ and ‘Evil’ Serial Rapist
MILWAUKEE, WISCONSIN — A 17-year-old Milwaukee teen described by a judge as a “serial rapist” has been sentenced to 35 years in prison, followed by 20 years of extended supervision, for a string of violent sexual assaults that left victims traumatized and the community shaken.
The convicted teen, Tremonte Kirk, pleaded guilty in September to sexually assaulting a 53-year-old woman in the elevator of her apartment building in December 2024. During sentencing, Milwaukee County Judge David Borowski condemned Kirk’s behavior as “depraved, inhumane, sadistic, and evil.”
Judge Condemns ‘Monstrous Conduct’
In a tense courtroom on Tuesday, Judge Borowski addressed the young offender, calling his actions “monstrous” and emphasizing that his crimes would haunt his victims for the rest of their lives.
“You engaged in monstrous conduct,” Borowski said. “They’re not going to forget what you did to them. You have condemned both of them to some form of a life sentence.”
The victim, Charlotte Nozar, bravely recounted the horror she endured during the assault, describing how Kirk followed her into the elevator, choked her, stomped on her leg that was healing from surgery, and threatened to kill her if she resisted.
“My life was threatened. I was both suffocated and strangled. I was tortured, terrorized, and brutalized,” Nozar told the court. “When they say your life flashes before your eyes, it truly does, and in a nanosecond.”
DNA Links Teen to Multiple Attacks
Prosecutors revealed that Kirk’s DNA linked him to another sexual assault that occurred in October 2024, just weeks before the elevator attack. In that incident, a 23-year-old woman living in her car near the Ambassador Hotel reported being assaulted but managed to escape before being further harmed.
Rather than pursuing a separate case, prosecutors asked the court to consider the second assault during sentencing, arguing that it demonstrated Kirk’s escalating pattern of predatory behavior.
Assistant District Attorney Samuel Tufford requested a 49-year prison sentence, just shy of the legal maximum, citing the extreme danger Kirk posed to the public.
Long History of Sexual Violence
Court records show that Kirk’s violent behavior began years before the latest incidents.
- In 2020, at just 12 years old, he was adjudicated delinquent for groping two people.
- In 2021, he was convicted of raping a 75-year-old woman during a home invasion.
Despite being sent to Lincoln Hills youth detention center, Kirk was released early in 2023 — only to reoffend within months.
Judge Borowski expressed outrage that the system allowed Kirk to continue preying on women, stating, “The system clearly failed by allowing this young man to re-offend so many times.”
Possible Sociopath Diagnosis
Both the victims and prosecutors described Kirk as showing no remorse or concern for his actions. The court heard that he had previously been diagnosed with a conduct disorder, and the judge suggested that he may be a sociopath given the level of brutality and lack of empathy displayed.
“Depraved, inhumane, sadistic, and evil — those are not words we use lightly,” Borowski said in closing. “But in this case, they fit.”
Kirk’s sentence — 35 years behind bars followed by 20 years of supervision — reflects both punishment and protection for the community, according to the court.
A Community Seeking Justice
Milwaukee residents and victim advocates have expressed relief at the lengthy sentence but frustration that Kirk had been free to harm others after earlier offenses. Local organizations continue to push for stronger monitoring of violent juvenile offenders transitioning into adulthood.
